Both are on the project's row in the Projects list, in its ⋮ menu. If you do not see them, you do not have the rights. These options are hidden rather than greyed.
You can only move a project to a workspace in your current organization.
What moving changes
The confirmation lists these:
None of this loses data. The project and its observations stay intact. Only the routes to it change.
Check who has access afterwards, since that is the consequence people notice last. See Inviting people and setting their roles.

Deleting is permanent. The project, its observations, images, files and reports all go. There is no recycle bin.
Reports you have already downloaded are unaffected. Those are files on your own machine.
If you are clearing a workspace to delete it, consider moving anything worth keeping first.

Both count as Editor capabilities. See Understanding roles and permissions, which covers why "Editor" reaches further than the name suggests.
